Can I Develop My First Iphone App Using Only My Windows Pc And An Ipad

Now for my question - I’ve been wanting to try my hand at developing an iPhone app for a while, but I own only Windows PC’s and 1 iPad.

Is it PRACTICAL to develop an iPhone app with this hardware, or will I have lots of un-necessary and avoidable headaches that would be solved by investing in a Mac upfront.

And if you do recommend investing in a Mac, - I already have a nice, 24 inch Dell monitor - can I reuse it for developing on the Mac - and what would I have to spend for a decent iPhone development machine assuming I use my existing monitor (i.e, I like a big screen : ) ?
